Tellus Holdings Ltd (“Tellus”) in conjunction with international professional and accounting services firm Deloitte and law firm Gilbert + Tobin have delivered two of the four roadshow events covering the issues facing Australian industry and how they can reduce their environmental contingent liability.

The first two event, hosted by Gilbert + Tobin in Melbourne on the 4th August and Perth on the 17th August was delivered in the format of a panel discussion covering a range of key issues including:

  • material contingent environmental liability incidents – international and Australian examples
  • chain of responsibility: environmental clean-ups
  • potential financial, environmental and social costs of contingent liability and solutions.

The audience was senior representatives from the oil and gas, mining, chemical, pharmaceutical and other heavy industry sectors.

They actively participated by raising pertinent questions relating to financial assurance, chain of custody legislation, potential impacts on corporate mergers and acquisitions and available technical solutions.

Tellus secures national facility footprint through long term agreement with Toll

  • Tellus signs a national Logistics Services and Infrastructure Agreement with Toll

Tellus Holdings Ltd (“Tellus”) is pleased to announce that it has signed a Logistics Services and Infrastructure Services Agreement with Toll Group (“Toll”), Australia’s leading logistics provider. This agreement involves Toll identifying up to eight waste storage and transfer facilities across Australia for materials that ultimately will be stored, recovered or permanently isolated at Tellus facilities.

The agreement will see the companies leverage their complementary assets, capabilities and services. Tellus has also appointed Toll as its preferred logistics partner, providing industry best practice services to our customers.

The Agreement significantly progresses Tellus’ national infrastructure footprint strategy whereby Toll will identify at least one storage and transfer facility in Western Australia, South Australia, Northern Territory and Victoria and up to two in Queensland (one in northern Queensland and one in Brisbane); and up to two in New South Wales (one in Sydney and one in Newcastle).

The first of these existing facilities is expected to be operational for Tellus customers in the second half of 2017.

Toll will also provide input and expertise for the transport and logistics infrastructure and operations required to support Tellus’ projects in the Northern Territory and Western Australia.

Importantly, the parties will work together to identify opportunities to provide a holistic transport, storage, recovery and permanent isolation service across the existing Tellus and Toll customer base and new potential customers.

International Benchmark Trip Confirms Tellus Safety Case Best Practice

  • Tellus technical team visited 14 site in five European countries in June 2016

Tellus Holdings Ltd’s (“Tellus”) technical and project management team leaders recently completed an extensive European benchmarking tour, covering five European countries and 14 site visits. The trip confirmed that Tellus’ approach to safety case development, including transport, construction, operation and closure requirements, is consistent with European best practice.

“We met with 12 storage organisations, visited 14 sites, spoke with many international experts in surface and underground repository design and operation and held a number of business development discussions,” Tellus Technical Services Manage Steve Reece said.

“The tour covered a wide-ranging programme and took in a variety of mining methods, waste management techniques and surface and underground facilities in a number of different geological environments,” he said.

“Tellus’ current approach to safety case development is consistent with the observed European safety case models and represents a ‘world’s best practice’ approach,” he said.

Before joining Tellus, Steve Reece developed and operated the UK’s first underground salt mine hazardous waste disposal facility.

During the tour, he presented to 120 international experts at the DOPAS (Demonstration of Plugs and Seals) seminar in Finland. The seminar discussed recent research and reported on a number of full-scale experiments examining European repository sealing techniques.

“Seals are an essential part of the multi-barrier containment approach to provide permanent isolation of emplaced wastes and are a cornerstone of the long-term safety case for geological repositories,” he said.

Steve’s presentation attracted a lot of interest, as Australia is viewed as having significant mining expertise, Europe has major storage expertise and Tellus is seeking to select the best solutions from both regions.

“No fundamental challenges to our Sandy Ridge design were identified,” Tellus’ Sandy Ridge Project Manager Mike Ingram said.

“The shaft and tunnel sealing methodologies witnessed in Germany – where about 20 salt mines are used for waste backfill operations – are considered world’s best practice. We confirmed that these methodologies are consistent with our current designs for Chandler,” Tellus’ Chandler Project Manager Stephen Hosking said.

“The use of bulk waste delivery systems inspected could also provide significant efficiencies to further improve our already robust project economics,” he said.

Tellus Appoints Chris Berkefeld as Independent Director

Tellus Holdings Ltd (“Tellus”), is pleased to announce the appointment of Chris Berkefeld, 62, as an independent non-executive director. Mr Berkefeld brings 25 years’ experience in industrial services and waste management.

“We are very pleased to welcome Chris to the Tellus Board as we continue to deliver our strategy for growth,” Tellus Chairman, Mr Phil Garling, said.

“He has significant experience on public and private company boards in New Zealand and Australia. He has been instrumental in growing companies and successfully realising value for shareholders. We welcome his additional input to the Board at this exciting growth stage time for Tellus,” he said

Mr Berkefeld is currently a non-executive director of Wagner Group, Hiway Group NZ, HSE Mining and MRS plc.

He had a 20-year career to 2009 with Brambles Industries Ltd from logistics to to industrial services and waste management (BIS and Cleanaway). He held positions as Executive Director Brambles Europe and Brambles Australia and Managing Director and CEO of Brambles Industrial Services (BIS) Cleanaway.

In 2009 Mr Berkefeld served as deputy executive general manager of HWE Mining P/L (Leighton Mining P/L) focussed on BHP Billiton Iron Ore Mining contracts in the Pilbara.

Mr Berkefeld was also Chairman of WSN Environmental Solutions during 2010/11 with the specific objective to lead the Board and management in the privatisation of WSN, a NSW Government waste business. The sale became effective in February 2011 to SITA at an attractive price to WSN shareholders.

Between 2006-09 Mr Berkefeld was CEO and Managing Director of BIS Cleanaway and BIS Industries. Between 2004-06 he was CEO and Managing Director of Brambles Industrial Services and Cleanaway Australia. These businesses were sold by Brambles to KKR in June 2006 at an attractive price to Brambles shareholders.

Minister Marmion Opens Tellus Perth Office

The Hon Bill Marmion MLA, West Australian State Development and Innovation Minister, opened Tellus Holdings Ltd’s (“Tellus”) new Perth office on Friday.

Over 75 delegates from the West Australian Government, industry associations, customers, service providers, Tellus Board and management attended.

“After achieving a regulatory milestone when we lodged our Draft Public Environmental Review recently, Tellus is ready to increase our investment in Western Australia,” Tellus Managing Director Duncan van der Merwe said.

“From our rapidly growing Perth office we will be providing technical and commercial services for our Sandy Ridge Project and laying a solid foundation in the community in which we operate,” he said.

“Sandy Ridge is an example of the innovative approach being delivered by new resources projects in these more challenging economic times,” Minister Marmion said.

“I’m also delighted to hear that Tellus has begun an outreach program with tertiary institutions and research organisations with a view to developing a technology hub adjacent to the Sandy Ridge facility,” Minister Marmion said.

Tellus lodges draft PER for Sandy Ridge approvals

Tellus Holdings Ltd (“Tellus”) is one step closer to getting regulatory approval (subject to the approval of the Western Australian Office of the Environmental Protection Agency (WA OEPA)), for its Sandy Ridge Project through the lodgment of a Draft PER. The first step is an adequacy review prior to public display.

An adequacy review compares the final terms of reference issued by the WA OEPA to ensure the proponent has adequately addressed the key environmental issues of the Sandy Ridge Project. In approximately 10 weeks the PER will go on public display.

“Tellus’ technical and safety case at its Sandy Ridge project is supported by scientific evidence from detailed site investigations. This included drilling 202 holes or 5,607 metres, launching a 35 tonne kaolin pilot project, and numerous feasibility and environmental studies, supported by a range of national and international subject matter experts,” Tellus Managing Director Mr Duncan van der Merwe said.

“The commercial case is also confirmed by many signed long-term supply agreements with blue chip customers,” he said.

“Tellus’ Environmental Impact Assessment (EIA) for the Sandy Ridge Proposal was conducted in accordance with applicable environmental laws, standards, and guidelines. The EIA identified a number of potential benefits, including long-term job opportunities (25 plus years) for local and regional communities, the provision of a permanent solution to the inappropriate management and storage of Class V intractable waste, and the opportunities for future recovery and re-use of certain waste streams,” Tellus Environment and Approvals Manager Richie Phillips said. “The Tellus EIA hasn’t identified any significant adverse environmental, social, or economic impacts arising from the proposal,” he said.

Tellus is continuing community consultation in the Coolgardie and Kalgoorlie region. The main focus of the consultation is to inform the public about Tellus’ proposal to develop the Sandy Ridge facility with its dual use kaolin mine and complementary waste storage, recovery, and isolation business, and obtain feedback on key environmental and social benefits or concerns associated with the proposed project.

Positive independent value engineering studies completed

Tellus Holdings Ltd (“Tellus”) is pleased to announce that an independent value engineering (VE) exercise has been completed on both the proposed Chandler and Sandy Ridge Projects. This confirmed that both projects remain technically viable, with no fatal flaws, and identified multiple opportunities for both improved project economics and offering our customers a better service delivered in a shorter timeframe at a reduced cost.

The value engineering (VE) exercise was done by UGL Limited, with support from GHD and other industry experts covering mining, logistics, process design, construction and operations. Ten organisations provided 3,000 hours of independent input over four months.

What is a value engineering exercise?
A VE exercise is a commonly used tool in major project development, with the aim of an independent assessment, improved project definitions, enhanced customer products and services and capital and operational cost savings.

What does this mean for the Sandy Ridge Project?
A number of relatively modest project definition, capital and operating cost improvements were identified which will be incorporated into the project’s Bankable Feasibility Study (BFS-FEL3) base case definition. These improvements reflect the relatively simple nature of the dual revenue kaolin open cut operations, the arid near surface geological repository businesses and the advanced level of work already undertaken. Even before incorporating these improvements, the project enjoyed particularly robust project economics, a relatively low technical risk profile, a strong safety case and solid customer support with a long-term contracted revenue base with blue chip companies.

What does this mean for the Chandler Project?
A number of major project definition, capital and operating cost improvements were identified which will be carried forward into the project BFS (FEL 3) base case definition. These improvements reflect the relatively more complex nature of the dual revenue underground salt operations and the deep geological repository businesses and the level of work to date.

The Chandler footprint has been reduced by removing the proposed Darwin and Brewer facilities. The BFS (FEL 3) will also be developing the use of a number of existing licensed operating facilities that would give our customers a better service in a shorter timeframe at a reduced cost.

“Doing this value engineering exercise is consistent with Tellus’ approach of using proven techniques when developing world’s best practice facilities,” said Tellus Managing Director Duncan van der Merwe.

“We wanted to make sure both our projects had a solid safety case, were as efficient as possible and resulted in improved customer services, lower costs and improved project economics. We are seeing the evidence of this strategy through multiple signed long-term contracts with blue chip companies.

“The next steps are to lodge regulatory approval applications for Sandy Ridge in the next few weeks and Chandler in the next few months and to complete our bankable feasibility studies,” he said.

Tellus successfully completes field work at Sandy Ridge

  • Local and Indigenous contractors safely and successfully complete the program
  • Over 61 holes drilled (2,228 m) and 45 geotechnical sample pits excavated
  • Initial results confirm no ground water aquifers
  • Project remains on track both technically and commercially

The final phase of the kaolin mineral and environmental studies drilling for the Public Environmental Review (PER) has been completed. Plus the first phase of the geotechnical investigation for the facility planning for the Sandy Ridge Bankable Feasibility Study (BFS) has concluded. This work was carried out safely and ahead of budget, on time and to specification using the services of a number of local and Indigenous contractors.

“Data collected during the field work campaign will be evaluated over the coming months. It will be used for the PER and form the basis for detailed engineering work in the BFS. Initial results confirm the Project remains on track both technically and commercially, with no fatal flaws and robust project economics,” said Tellus Managing Director Duncan van der Merwe.

The Sandy Ridge project is 240 km north-west of Kalgoorlie by road in Western Australia (WA). Mineral and environmental drilling used an air-core rig, with 61 holes (2,228m) completed for the dual use kaolin mine and storage facility planning.

Tellus is completing very innovative groundwater and soil research. Scientific data is being gathered to provide evidence for the PER that the kaolin bed has had no ground water for millions of years. Six groundwater monitoring boreholes were constructed. In addition, the air-core drilling program also provided a further 16 shallow holes for two sets of soil moisture and temperature monitoring instruments connected to data-loggers powered by solar energy.

“Our environmental research has involved domestic and international desktop studies and site specific field surveys over a two-year pre-development approval program. Our proposed Sandy Ridge project meets the environmental criteria recommended as best practice by international research, as well as those required under Australian legislation and codes of practice. Initial results confirm no ground water aquifers. This supports the case for safe storage and confirms there is no credible scenario for groundwater contamination” said Tellus Environment and Approvals Manager, Richard Phillips.

Geotechnical investigation work completed during this campaign included sampling of 12 borrow pits and 18 test pits along the access roads, 15 test pits throughout the construction areas and three fully cored and tested drill-holes (103m) in the project areas.

Survey work was also completed by establishing ground control stations and flying aerial photography and LIDAR (digital topographic surveying) that will be used in infrastructure site planning, surveying, and to create accurate 3D maps.
