Sandy Ridge updated JORC indicated and inferred resource

Tellus Holdings Ltd (“Tellus”) is pleased to announce an updated JORC compliant Indicated and Inferred Mineral Resource estimate for its Western Australian (WA) Sandy Ridge Project. Industry focused research test work confirms kaolin suitable for the higher value environmental waste services market.

Tellus’ 100% owned E16/440 tenement is 140km north-west of Kalgoorlie and covers an area of 59.3 km2.

The Sandy Ridge resource represents a continuous, well-defined zone of potentially economic kaolinite. The broad kaolinite zone of economic interest is quite regular in geometry with well-defined upper and lower boundaries.

Drilling has confirmed the presence of mineralisation over a length of 1,340m. Portions of the deposit remain open and potential exists to expand the resource in the east and northeast direction.

The ground available for long term waste storage and permanent isolation activities (depositing services) is not limited by the defined kaolin resource, and most of the site contains ground which is suitable for waste depositing purposes.

The volume of usable material is 34.5 Mm3, which, based on current mining assumptions, would allow for several hundred years of operations.

The estimation was carried out by Continental Resource Management Pty Ltd (“CRM”) and was based on drill results from Tellus drilling between February 2014 and April 2016.

The Sandy Ridge Project kaolin deposit contains Indicated Mineral Resources of 4.08 Mt of Ceramic Grade Kaolin and 8.49 Mt of Paint Grade Kaolin, together with Inferred Mineral Resources of 1.9 Mt of Ceramic Grade Kaolin and 6.5 Mt of Paint Grade Kaolin, for total combined Mineral Resources of 20.9 Mt of kaolin (Table 1).

The kaolin mineralisation occurs within a sub-horizontal layer of weathered granite at depths between 3m and 46m. Mineralisation returning a minimum -45μ kaolin yield of 28% was included in the estimated resources, which were divided into Ceramic Grade Kaolin (maximum TiO2 0.35% and maximum Fe2O3 0.7%) and Paint Grade Kaolin (mineralisation not meeting Ceramic Grade criteria with a minimum ISO Brightness of 83%).

Analysis results indicate Sandy Ridge’s kaolin quality is potentially suitable for a range of enduses, including paint filler and tableware ceramics.

Additionally, Tellus is undertaking a range of industry focussed test work to confirm the suitability of kaolin for use in the environmental waste services market. Tellus is examining the use of kaolin as a binding ingredient to immobilise liquid waste materials and produce stable solid material suitable for long term storage and permanent isolation within the Sandy Ridge near surface geological repository.

Tellus has lodged a provisional patent application for ‘A method for the inertisation of waste including hydrocarbonic viscous waste for a near surface geological repository’.

Sandy Ridge regulatory approval progress update

Tellus is pleased to announce that it has passed another important regulatory milestone for the proposed Sandy Ridge project. Tellus has lodged its Development Approval (DA) Application to the Coolgardie Shire Council and the Mid-West Wheatbelt (Central) Joint Development Assessment Panel and its “Safety Case” document with the relevant West Australian (WA) Government decision making authority (DMA).

The DA is supported by the project’s Public Environmental Review. The DA submission formally commences the process of seeking Development Approval under the relevant WA planning regulations.

We believe the proposed Sandy Ridge Facility will contribute to the Shire of Coolgardie’s Strategic Directions Plan 2012-2021’s objectives by:

  • diversifying the economic opportunities in the Shire of Coolgardie,
  • attracting and retaining residents to the Shire of Coolgardie,
  • sourcing materials and services locally,
  • providing training and employment opportunities for local residents, and
  • introducing Tellus as a new participant into the Shire of Coolgardie’s resources sector forum alongside existing established companies.

Tellus also lodged its “Safety Case” document with the relevant West Australian (WA) Government decision making authority (DMA).

Tellus’ safety case is underpinned by a multibarrier system comprising man-made and natural barriers and relies on multiple fail-safe mechanisms. For example:

  • man-made barriers (active controls): Includes engineered design, build, operational, closure controls, assurances and insurances and waste management procedures that meet Government regulatory requirements; and
  • natural barrier (passive controls): Includes geography, geological, climatic and seismic factors, that combined are superior to any active controls.

Sandy Ridge bankable feasibility study complete with positive results

Tellus Holdings Ltd (“Tellus”) is pleased to announce that a Bankable Feasibility Study (BFS) has been completed on its Sandy Ridge Project in Western Australia. The study confirms the project is technically and commercially viable, with robust project economics and was delivered on time and under budget. The Company is now progressing towards final investment decision (FID).

The BFS included the following key aspects:

  • detailed mining study
  • updated waste market analysis
  • waste acceptance and handling studies
  • pre-gate logistics study
  • facility infrastructure design and value engineering
  • operations management and workforce planning
  • project execution planning, and
  • financial analysis including detailed cost estimating.

A competitive tender for an engineering, procurement and construction (EPC) contract was conducted for a ‘wrapped’ delivery of all post gate infrastructure, including:

  • a 55-person village
  • gatehouse and operations centre
  • roads and container hardstands
  • utilities and services
  • development of the first mined cell and cell cover, and
  • waste immobilisation plant, inspection areas and laboratory.

The ERP system and ISO accreditation will provide customers, regulators and shareholders confidence that Tellus operates within an internationally recognized quality management system.

The ERP system will allow Tellus’ business and information processes to be tracked from customer enquiry through to final placement of materials into a Tellus facility which will increase efficiency, reduce costs as well as assisting financial and regulatory compliance.

“We have selected a real-time cloud-hosted, scalable, end-to-end business system solution to suit the company as operations grow around the country,” said Tellus Managing Director Duncan van der Merwe.

Sandy Ridge regulatory approval progress update

  • Tellus lodges it’s “Works Approval”
  • One step closer to gaining an “operating licence”
  • All other approvals, licences and permits will now be submitted for approval

Tellus is pleased to have reached another major regulatory milestone towards achieving regulatory approval for the proposed Sandy Ridge project. Tellus has lodged it’s “Works Approval” under Part V of the Environmental Protection Act 1986 and is now preparing all other applications to receive the approvals, licences and permits required to allow the start of construction and then operation.

The Works Approval allows Tellus to construct the primary facility of the Sandy Ridge project in accordance with the Works Approval conditions. The Works Approval is presently being assessed by the WA Department of Water and Environmental Regulation (DWER).

The Works Approval explains, in detail, how the day-to-day operations of the Sandy Ridge project will be carried out. The document is an extension of the Public Environmental Review document that is in the final stages of assessment by DWER.

If the Sandy Ridge project is constructed in compliance with the Works Approval conditions, the regulatory process provides that DWER would subsequently issue Tellus with an operating licence.

Over the coming months, Tellus will continue working towards other regulatory milestones, including:

  • an updated mining proposal
  • a Development Application to the local Shire Council
  • a water abstraction licence, and
  • site registration to accept low level radioactive waste (like smoke detectors, medical isotopes, NORM).

Chandler regulatory approval progress update

  • Tellus lodges its “Environmental Impact Statement (EIS) Supplement Report”
  • 23 submissions received

Tellus Holdings Ltd (“Tellus”) is pleased to have completed another major regulatory milestone towards the approval of the proposed Chandler Facility. Tellus has lodged its “EIS Supplement Report” and is now preparing and lodging all other approvals, licences and permits required to start construction and operations.

At the end of the eight-week Public Exhibition period, twenty-three submissions were received by the Northern Territory (“NT”) Environmental Protection Authority (“EPA”).

Fourteen were received from NT Government Agencies; six from the public and local businesses; two from Non-Government Organisations and one from the Central Land Council.

The Supplement Report supports the draft EIS that was lodged in February 2017. If the project is approved, the two reports combine to form the project’s EIS.

Over the next few months the following approvals, licences and permits will be submitted to Government for assessment.

Having previously worked for Alcoa World Alumina in operational environmental and research roles, as well as for Atlas Iron specialising in environmental approvals and compliance, Julie is able to balance her on-ground management knowledge with a comprehensive understanding of legal obligations. This is complemented by her enjoyment of community and stakeholder engagement from within the mining industry as well as while she was within State Government. Underlying her experience is a drive to minimise impacts on the environment while promoting sustainable development.

Nick has 16 years of experience in Environmental, Health and Safety (EHS) compliance and environmental, quality, and work health and safety management systems. He is an Exemplar Global certified Lead Auditor for Environmental Management Audits, Environmental Management Systems (EMS) Audits and Compliance Audits and is a holder of the NEBOSH National General Certificate in Occupational Health and Safety.

Previous employment includes roles as a Principal Environmental Scientist with AECOM and a Lead Auditor for QMS 9001, EMS 14001 and AS/NZ4801 in the construction, manufacturing and services industries. Nick’s experience extends to the provision of environmental compliance services for a number of industries, including but not limited to the mining, aviation, chemical and renewable energy sectors as well as the development and implementation of management systems, plans, licences and conducting audits in accordance with international standards, regulatory or corporate requirements. He has also been responsible for writing proposals, managing complex projects, providing advice to clients and ensuring projects meet financial objectives.

Allan is an experienced Company Secretary and commercial lawyer of 16 years in the areas of corporate governance, private M&A, public infrastructure construction and operation, corporate restructures, offshore banking and finance and IT services.

Allan’s background comprises private practice roles within top and mid-tier Australian and offshore law firms as well as in-house counsel roles at the Transurban and DXC Technology (formerly CSC) groups.

He has undergraduate and postgraduate qualifications in law, applied finance and accounting and regularly delivers postgraduate programs in those areas. He is also a Fellow of the Governance Institute of Australia.

Tellus’ Projects Awarded Major Project Facilitation Service by the Australian Government

  • Sandy Ridge and Chandler Projects awarded Major Project Facilitation (MPF) service by the Australian Federal Government

  • The MPF program provides approvals support for Tellus’ proposed developments

Tellus Holdings Ltd (“Tellus”) is pleased to announce that its Sandy Ridge and Chandler Projects (“Proposed Developments”) have been awarded Major Project Facilitation (“MPF”) service by the Commonwealth Department of Infrastructure and Regional Development (“DIRD”). The MPF program provides approvals support for the proposed developments.

Access to services under the Government’s MPF program was approved by The Honourable Darren Chester MP, Federal Minister for Infrastructure and Transport and is valid until 31 December 2019.

MPF eligibility is based on a range of factors including strategic significance to Australia, requirement for Australian Government approval(s), and be commercially viable with positive net social, environmental and economic benefits to regional Australia.

Tellus’ Proposed Developments have been added to the current 15 other development projects with MPF status around Australia, including the multi-billion dollar Woodside’s Browse FLNG Development, Shell’s Prelude’s FLNG Project and Inpex’s Ichthys Gas & Condensate Field Development.

Through this service, DIRD will assist with:

  • information on any Australian Government approvals processes;
  • coordination of all relevant Federal, State and Territory government processes so that, as far as possible, they occur simultaneously and without duplication;
  • identifying and accessing government programs, as appropriate;
  • a single point of contact in the Government to allow prompt resolution of issues.

Where appropriate, the MPF service will endeavour to ensure that Commonwealth approval processes are coordinated with relevant State and Territory government approval processes.

“We are delighted that the Minister has written to his relevant Commonwealth ministerial colleagues, the Premier of WA and the Chief Minister of the NT, informing them of his decision to grant MPF service to Tellus’ projects and seeking their active cooperation and assistance for the projects within their respective areas of portfolio responsibilities,” Tellus’ Managing Director, Duncan van der Merwe said.

“This inter-government co-ordination will help to streamline the approvals processes and keep Tellus’ development timeline for both projects on track.”

Tellus’ Chandler proposal was previously awarded Major Project Status by the NT Government’s Department of the Chief Minister in September 2014.
